“Barattson School of Business & Finance” is launching a training course on



INTERNATIONAL PROCUREMENT MANAGEMENT



to be held during 13-17 October 2014 in Baku, Azerbaijan













One of the most remarkable developments in modern societies in the past few decades has been the transformation of the traditional governing mechanisms and the advancement of new arrangements of governance, including accountability for performance, creation of transparent and efficient public procurement systems and nation-wide approach to management of national projects and programs. Almost every organization, whether commercial or governmental, engaged in the procurement is often confronted with inefficiency, cost overruns and time delays due to lack of trained personnel competent in discharging the wide range of skills needed for effective procurement management in accordance with the guidelines and procedures of the funding agencies.





This one-week interactive workshop has been designed to improve both the effectiveness and professionalism of procurement management across the public sector. This course explores the three core areas of procurement management: a) International procurement and legal frameworks; b) Procurement management of goods and services; and c) Tools and techniques for effective contract management. More importantly, it gives practical examples of the various ways in which procurement contracts can be managed, including styles appropriate for different types of transactions, relationships, delays, default termination, damages or liquidated damages.

OBJECTIVES



Course participants will be able to competently plan and carry out procurement management functions in line with internationally accepted principles and practices in general and of the World Bank guidelines and procedures in particular. This will lead to a greater effectiveness and efficiency of procurement operations.





PARTICIPANTS



This course addresses procurement staff of projects funded by IFIs (World Bank, Asian Development Bank, European Bank for Reconstruction and Development, etc.) as well as the trainers of procurement personnel. The course is also highly relevant to government procurement officials that need to manage contracts better and understand the key role they play in ensuring value for money for the public sector. The course will also make it easier for large sized firms to bid and include tougher rules on subcontracting.





WORKSHOP METHODOLOGY



The course is conducted using a highly participative training delivery methodology through a combination of interactive presentations by subject-matter specialist followed by self-assessment exercises, individual and group assignments intended to facilitate the practical application of IFIs’guidelines. Solution and analysis of case studies is emphasized as a principal technique for measurement of learning achievement and attainment of prescribed exit competencies. Day 1: Legal and Institutional Environment of Public Procurement

• Introduction to course content, methodology, trainer and participants

• Legal environment of Procurement Management (public and IFI-funded Projects). Strategic management of human resources in the procurement chain

• Procurement methods: World Bank, EU Directives, UNCITRAL model Law

• Project Appraisal Document and Loan / Credit agreement



Day 2: Conducting the Procurement Process

• Procurement Planning. Market research. Advertisement requirements.

• Procurement of Goods: Standard Bidding Documents. World Bank model.

• Technical specifications in procurement.

• Evaluation of Bid and Contract Award.



Day 3: Conducting the Procurement Process

• Procurement of physical services: group work.

• Selection of Consultants: General Policy and Principles

• The Selection Process and Selection Methods

• Standard request for Proposals. World Bank model



Day 4: Contract Management

• Function of Contract in Public Procurement. Source of Contract Law in Different Legal Systems

• Applicable Law and General Principles

• Types of Contract and contract management plan

• Overview of FIDIC Contract Conditions (the “Rainbow Suite”)



Day 5: Network scheduling methods in Contract Management

• Cost overruns and time delays in complex procurement contracts

• Networking scheduling methods in contract management (PERT, GANT, CPM)

• Earned Value management

• Final test









Trainer: Valeri Malotchko



• Senior management experience resulting from 20 years of professional duty as Chief Production Manager, Executive Director (Chief Technical Officer and 1st Deputy of the Director General) in telecommunication industry; covering strategic and economic issues, problem analysis, design and implementation of new equipment and services in complex organizations and market systems, overseeing all areas of operational management, engineering as well as project-based new products development

• Procurement and project management specialist on a variety of IFI-funded and technical co-operation projects; extensive experience in procurement management of goods and services

• Over 18 years experience in design and delivery of Training Programmes in Public Administration reforms, Procurement and Project Management, according to the guidelines of different International Financial Institutions, World Bank, EU, WTO

• Broad-based computer skills including computerization of procurement and project management operations

COST OF PARTICIPATION

The cost of participation in this one-week programme is € 1,500 payable in advance by the participant's sponsoring organization. This covers:



− Tuition fee, which includes the use of the training facilities and associated support services and training materials;

At the end of the training the participants will be awarded Certificate on International Procurement Management.
