Уважаемые коллеги!

14-декабря 2011 года в Бишкеке состоится Международная конференция на тему: «Модернизация местного самоуправления: перспективы и ограничения».

Цель конференции: конструктивное обсуждение стратегий и механизмов модернизации местного самоуправления и содействие выработке согласованных действий экспертного сообщества, органов исполнительной и законодательной власти, общественных институтов, направленных на модернизацию МСУ.

Проблемы, выносимые на обсуждение:

• Местное самоуправление как социально-политический институт;

• МСУ и госуправление: взаимоотношение, границы и ограничения;

• Влияние глобализации на институт местного самоуправления;

• Связь модернизации МСУ и качества, условия жизни, здоровья населения;

• Влияние процесса идентичности к модернизации МСУ;

• Традиционные и модернизационные факторы системы МСУ.

Формирование тематических секций состоится после получения заявок участников конференции.

Для участия в основной программе, а также в обсуждениях приглашаются специалисты – практики, работающие в органах местного самоуправления, ученые, депутаты, преподаватели и аспиранты высших учебных заведений.





Требования к докладам:

• Содержание доклада должно соответствовать одной из предлагаемых тем конференции.

Тезисы доклада и заявку на участие в электронном варианте необходимо представить до 1 декабря 2011 года по электронной почте: info@sak2010.com

Требования к оформлению тезисов:

- объем текста - до 2000 знаков;

- название файла - по фамилии автора;

- формат файла - .doc;

- текст начинается с инициалов и фамилия автора и название доклада;

- шрифт - Times New Roman - обычный, размер шрифта - 12, межстрочное - расстояние (интервал) - 1,5;

- параметры страницы - 2,5 см со всех сторон, абзацный отступ - 1,27 см, - - выравнивание - по ширине.

Оплата командировочных расходов осуществляется за счет направляющей стороны и самого участника.

Informational Letter



Dear colleagues!

International Conference on: Modernization of Local Government: Perspectives and Restrictions take place in Bishkek on 14 December 2011.



The Aim of the conference: constructive discussion of strategies and ways of modernization of local government and assistance in elaboration of coordinated actions of expert association, executive and legislative authorities, and institutional settings aimed at modernization of local government.



The following issues are offered for discussion on the conference:



 Local government as politico-social institute ;

 Local government and state administration: interrelation, limits and restrictions;

 Influence of globalization on institute of local government;

 Connection of local government modernization with quality, living conditions, health of population;

 Influence of the identity process to modernization of local government;

 Traditional and modernization factors of local government system.



Formation of sessions will take place after receiving of applications from conference participators.



Practitioners who work in local government bodies, scientists, deputies, teachers and postgraduates of higher educational institutions are invited for participation in the main program and in discussion as well.



Requirements to reports on International Research-to-Practice Conference “Modernization of Local Government: Perspectives and Restrictions”:



 The content of report should accord with one of proposed topics.



Points of report and application for participation should be submitted through e-mail: kuseinisaev@yahoo.com till 1 December 2011.

























Requirements to execution of points:

- volume of text – till 2000 signs;

- file name – by the author’s surname;

- file format - .doc;

- the text begins with initials of both author’s surname and title of the report;

- print – Times New Roman – general, font size – 12, line distance (interval) – 1,5;

- Page properties – 2, 5 cm from all sides, paragraph indention – 1, 27 cm, alignment – justified.





Requirements to execution of the report for publication:

Format – A 4, interval – 1, 5, Times New Roman font size – 14, sidelines – 20 mm.

The text begins with initials of author’s surname, country, city (in brackets), name of the work (with capital letters align center).

References are given at the end of the text.



We ask you to submit the materials for publication on electronic mediums.

You can download file of the sample of participation application in doc. format.

The payment of travel expenses is executed by the sending party and participator himself.
